For under developed countries on the other hand, it is typically individuals as well as the non-government organization who has been doing these duties. There are also several international and national social organizations who offer such help. Then again, other social workers are working from the offices, conducting research, advocating social work at different aspects of the government, writing papers to get help for social work and so on.
The government and social aid organizations are hiring social workers who they deem to be qualified and certified. Some even start social help organizations of their own and finding volunteers who are willing to help them out.
